Sir,
I am commanded by My Lords Comissioners of
the Admiralty to acquaint you, for the information of the
Secretary of State for the Colonies that in connection
with the contemplated extension of the existing Admiralty
Coaling Jetty at Kowloon, as shown on the accompanying
No.29445 plan, the Colonial Government were communicated with and
asked whether they had any observations to make on the
proposal.
2. In reply His Excellency the Governor intimated
that he had no objection to offer to the proposed extension
but he drew attention to the fact that the Entrance to the
Admiralty basin prohibited any reclamation of the frontage
to the South of the Naval Yard, and he suggested that the
Admiralty should close this entrance and provide another
to the North of the basin.
In a later letter he stated that the Colonial
Government claimed the right to reclaim up to the dotted
red line as shown on the plan.
3. In view of this claim, it is necessary to
recapitulate the circunstances under which the site
originally forming the whole of the Naval Yard at Kowloon
came into the possession of the Admiralty.
4. When the Kowloon Peninsula was acquired by the
